Chief Compliance Officer

We are seeking a self-motivated, entrepreneurial and dynamic General Counsel/Chief Compliance Officer to join our executive team. This is a new, dual role. The GC/CCO will be responsible for overseeing and managing the compliance functions of the firm, ensuring adherence to regulatory requirements, and maintaining the highest standards of ethical conduct.
Responsibilities
- Lead the design, implementation, and monitoring of the Company’s compliance program to ensure compliance with all North American legal and regulatory, requirements Conduct regular compliance audits and risk assessments to identify and mitigate potential issues.
- Review and approve investors’ KYC forms, Subscription Agreements, AML and suitability documents, and ensure reporting to demonstrate compliance is produceable.
- Supervise registered individuals, leading all aspects of registration and jurisdiction categories.
- Monitor registered individuals for KYC, KYP, and suitability compliance with clients.
- Preparation and filing of applicable regulatory forms and filings for the firm and its products.
- Participate in product reviews, monitor KYP obligations, and provide training.
- Assist in implementing and enhancing enterprise risk management frameworks, compliance risk management framework and operational risk management framework
- Oversee training needs and helps develop training for employees based on gaps identified through the compliance monitoring and testing.
- Provides advice and guidance to assigned business/group on implementation of solutions aligned to regulatory risk appetite based on an understanding of business operations and stakeholder needs.
- Consults on new products, services and automated systems to assist with incorporating compliance requirements into these initiatives.
- Builds effective professional relationships with business group, internal/external stakeholders and trust with regulators.
- Oversee the Company’s application and transition to becoming a registered Investment Fund Manager (IFM) and Portfolio Manager (PM).
- Assist with Corporate, Fund-level and deal-level work.
Qualifications
- Minimum of 5 years of experience in a compliance role within the financial services industry, preferably investment management industry, with at least 2 years in a senior compliance position
- Strong knowledge of North American securities industry’s regulatory compliance practices, procedures and principles applicable to securities legislation and regulation
- Bachelor’s degree in Law, Finance, Business Administration, or a related field;
- Recognized compliance certificate or equivalent preferred.
- In-depth knowledge of Canadian securities laws, Detailed knowledge of consumer protection regulations and related marketing and advertising guidelines.
- Proven track record of developing and implementing effective compliance programs
- Strong analytical, problem-solving, and decision-making skills

We are looking for a Senior Associate, CMHC Program, reporting to the Associate Director, CMHC. The candidate can be based in Montreal or Calgary.
Responsibilities
- Reviews all CMHC applications prior to submission to CMHC in a timely manner, ensuring accuracy and compliance
- Manages tight Service Level Agreements to turn around applications at a high level of accuracy and completeness
- Responsible to ensure all Peakhill policies and procedures are aligned with CMHC’s requirements, including changes to the Lender’s Handbook and subsequent guidance as distributed by CMHC from time to time.
- Develops and facilitates strong ongoing relationship with CMHC’s multi-unit underwriting group, ensuring stakeholder satisfaction with application quality.
- Hire and manage CMHC team within Peakhill, owning process of CMHC applications from start to finish.
- Provides ongoing feedback to the origination and analyst teams on CMHC requirements as they change or as common themes are identified
- Leads the team for all audits relating to the CMHC program at Peakhill, leveraging credit team as necessary.
- Manages the performance of 3-5 direct reports
Education/Technical Experience
- University/College degree in Business Admin or related field is preferred
- Minimum of 3 years of finance/accounting/mortgage experience
- Knowledge of the Canadian Mortgage Industry
- Understanding of Mortgage-Backed Securities and CMHC requirements
- Working knowledge of Microsoft Word/Access
- Expert knowledge of Excel

Responsibilities
- Supervise a team of 4-6 analyst underwriters, providing performance feedback, mentoring, and skill development

- Brand new role working in the Funding department
- Assisting and supporting various personnel by completing initial funding file set up, instructing external consultants, and processing loan advances.
- Collect, review, and verify loan documentation and funding information from various stakeholders and third parties.
- Ensure all pre-funding requirement are met in time for the established funding date and all documentation corresponds to the terms of the commitment and in compliance with established regulatory and company guidelines and policies.
- Deliver services as contracted and protect confidentiality of loan information.
- Coordinate with accounting department for the release of mortgage funds on a timely basis.
- Ensure loan are set up accurately onto mortgage system, review all advances balance and the reconcile any discrepancies.

Education/Technical Experience
- Will take a new grad, but ideally have some work experience in Commercial Real Estate.

Responsibilities
- Record banking and credit card transactions in QuickBooks
- Perform monthly bank reconciliations
- Prepare monthly journal entries relating to depreciation/amortization accruals and intercompany transactions
- Prepare monthly accounts payable and receivable reconciliations for various entities, with a focus on clearing aged items

- Reconciling Tax Trust accounts and ensuring reports provided to investors/borrowers are accurate, timely, and in accordance with our internal standards and investor guidelines
- Assisting our funding group with the initial process of lender paid taxes
- Updating our system to accurately reflect and pull payments
- Recording interest with applicable municipalities and remitting payments in a timely manner.
- Provide support to the team with updates on Property & Utilities Status
- Assist in retrieving investor reports and bank statements as required for audit procedures
- Work with internal and external stakeholders (Funding, investors, CMHC, Computershare) to provide various reporting, answer inquiries, and requesting info/updates as required while meeting strict deadlines
- Work with relevant team members in the systems development activities to ensure the financial, management and regulatory requirements are addressed
- Monitoring of Loan requirements throughout the loan. This includes maintaining records of up-to-date payments
- Testing new processes, procedures and software’s.
- Other ad-hoc monthly reporting for internal management as required
Education/Technical Experience
